Modeling for Reactive Control and Decision Making in Uncertain Environment

Decision making and/or control is the process by which free variables (options, actions, decisions, control signals, . . . ) of a system are evaluated and selected in order to realize some goals. Reactive decision making (and/or control) that is decision making in situation where things are not going as expected (reorganization of emergency services during a catastrophe event in order to ensure efficiency ; adjustment of production rate when demand of a product deviates significantly from its estimated value ; reallocation of resources/time to activities in order to maintain the required quality of service when customers arrival rate at a service deviates from its nominal value ; . . . ) because of external uncontrollable effects such as state of the nature change and/or other decision makers’ actions is common in practice. Problems of decision making in presence of uncertainty due to the randomness of the state of the world are well formulated and solved using the so called state of the world model for decision and those involving many decision makers with conflict interests are formulated and solved using non cooperative game theory. Classical assumptions concerning these decision making models (known probability distribution of the state in the case of state of the world model for decision making and perfect knowledge of the game that is knowledge of other players strategy and goals in the case of game theory for instance) restrict their application in prac-
